Where should I place the wedding cookie favors?

I have a knack for baking and cookie decorating, therefore my older sis (the bride) has asked me to make and decorate sugar cookies for her wedding favors. Would it be a bad idea to place the packages on top of the plates at the tables? What about handing them out with each slice of wedding cake? Is that wierd or tacky? What are some other options?

i plan to get married next year and I want a reciption hall that will allow me to bring my own vendors from outside. I live in Los angeles, Ca.
we dont want it in someones backyard, at the beach or at the park. we actually want to rent a place.

Even when it seems it can’t get any worse, it does. Can’t attend the friend’s destination wedding, should I purchase a gift?

We’re not best or close friends, just met less than a year ago and see each other occassionally like once a month. The couple is getting married in Caribbean and provided registry in invitation which I thought was weird… For people making the expensive trip, I didn’t think a present would be expected. We had our destination wedding, didn’t invite anyone, didn’t get any gifts and didn’t expect any.. I’m also invited to bachelorette party, invitation included her lingerie size, so I’m already expected to provide a gift there… If we’re not attending their destination wedding, not best of friends, do we need to provide gift?
As a follow up, I don’t think I will be attending her bachelorette tomorrow anymore either. She invited me for lunch today (been a month since I last saw her, we met less than a year ago), and asked me if I was attending the bachelorette party tomorrow since I have not responded. She said we’d meet at restaurant at 6 then head back to her place to eat cake, drink, talk, open presents, and whatever. NOTE the “Open Presents” inserted in her sentence… The bachelorette party I’ve attended before was fun, no presents expected nor size of lingerie, bra, undie in the invitation. Generally, we’d go out and go club hopping; I thought the concept is to enjoy last day of being “single” by hanging out and having a blast with your friends… I don’t think I want to build a closer relationship with her going forth either. She’s too greedy… I should’ve guessed when her fiance told my husband she made him pay for 6 airfare/hotel rooms for her family to their destination wedding.
